Most departments understand that turnout gear should be cleaned before it goes back on the rig. The barrier is rarely awareness. It is usually logistics, because the bucket is in the station and no one is certain which compartment holds the soap.

A properly assembled firefighter decon kit removes that barrier. It places every item a crew needs within reach of the tailboard, in one container, ready to deploy without delay.

The reason this matters is well documented. In 2022, the International Agency for Research on Cancer classified occupational exposure as a firefighter as carcinogenic to humans, Group 1, citing sufficient evidence in humans for mesothelioma and bladder cancer. That finding reinforced firefighter decontamination as an important occupational health and safety measure

What a Firefighter Decon Kit Is

A firefighter decon kit is a self-contained set of supplies carried on apparatus so crews can begin removing contaminants before leaving the scene. It supports the first stage of cleaning, not the entire process.

The Science Behind On-Scene Decontamination

Structure fires release polycyclic aromatic hydrocarbons, volatile organic compounds, heavy metals and fine particulates. These settle on the outer shell of protective clothing and remain until physically removed.

How Contaminants Travel

From the gear, contaminants move to other surfaces through cross-contamination. Documented pathways run from gear to bare skin at the wrist and neck, to SCBA and hand tools, to apparatus seating and from station surfaces back onto clean gear. A 2022 review of contamination control in the fire service maps these pathways and the controls available at each stage.

What the Research Measured

NIOSH researchers tested field methods during controlled residential fires. Their 2017 study reported these median reductions in PAH contamination:

  • Dish soap, water and scrubbing on turnout jackets: 85 percent

  • Dry brushing alone: approximately 23 percent

  • Cleansing wipes on neck skin: 54 percent

The research also found that water-only decontamination showed limited effectiveness against PAHs. The surfactant does most of the work.

What Field Cleaning Cannot Fix

In the NIOSH study, off-gassing VOC levels rose after each fire and then declined on their own after 17 to 36 minutes, whether or not field cleaning was performed. The researchers noted the concentrations were comparable to what six firefighters could expect if they stored gear inside an enclosed apparatus cab during a 15-minute ride back to the station.

That finding is the clearest argument for the containment module. Washing manages surface residue. Containment helps limit the spread of vapours and contaminants during transport.

The Eight-Step Process of Gross Decontamination

Two different decontamination frameworks are sometimes confused. The 8 step process of gross decontamination refers to the hazmat incident management model covering site management, problem identification, hazard evaluation, PPE selection, information management, response objectives, decontamination and termination.

Anyone searching for gross decontamination hazmat procedures will find that model, which places decon inside a formal decontamination corridor in the warm zone. It shares chemistry with fireground firefighter decon, but the tactical structure differs. A structural firefighting SOP should not be based solely on a hazmat decontamination framework. 

Current Standards to Reference

Two NFPA documents govern this area. One changed recently enough that many department manuals have not caught up.

NFPA 1850 and NFPA 1010

NFPA 1850 took effect on September 9, 2025, consolidating NFPA 1851 and NFPA 1852 into one standard for selection, care and maintenance of ensembles and SCBA. It also strengthened requirements for protecting personnel who handle contaminated PPE.

NFPA 1010 requires firefighters to be able to perform field reduction of contaminants. NIOSH referenced this directly in its March 2026 bulletin on contaminated gear. On-scene cleaning is now an expected competency rather than a departmental preference.

Building the Kit: Seven Modules

Assembling the kit in modules makes restocking auditable and allows the design to scale across engines, ladders and rescues.

Module 1: Water Delivery

Crews need low-pressure, controllable water. A 1.5-inch attack line on a fog pattern is too aggressive and drives contaminants deeper into the fabric. Practical options include a garden hose with the correct discharge adapter, a 2 to 4 gallon pump-up sprayer, a booster reel, or a commercial portable decon system.

The National Volunteer Fire Council has published field kit procedures built around a garden hose adapter. Cost should not be the reason a kit does not exist.

Module 2: Cleaning Agent

Product selection changes measurable outcomes. What you carry should be:

  • Surfactant-based, rather than a solvent or degreaser

  • Compatible with turnout gear, posing no risk to the moisture barrier or reflective trim

  • Skin-safe, because it contacts hands, wrists, and necks

  • Biodegradable, because runoff may enter storm drains or flow onto private property

The original research evaluated dish soap, which remains a practical baseline option. Purpose-built PPE detergents are formulated to clean without degrading the outer shell across a ten-year service life. A Note on Certification Claims

NFPA does not approve or certify cleaning products. No detergent can accurately be described as NFPA 1850 approved, because no such approval body exists.

Under the chemical decontamination efficacy test introduced in the 2020 revision of NFPA 1851, a process must demonstrate at least 50 percent cleaning efficiency against surrogate heavy metals and semi-volatile organic compounds. Procurement officers should request that data rather than accept a certification claim.

Module 3: Scrub Brushes

Agitation is not optional. The 85 percent result came from soap, water, and scrubbing together.

  • Two soft-bristle brushes with 5- to 6-foot handles for reach and safe separation

  • One short-handled brush for helmets, SCBA, boots and gloves

  • Colour-coded handles so brushes do not migrate to the wash bay

Bristles should be soft, because aggressive brushes abrade the shell and wear reflective trim.

Module 4: Skin Decontamination

Gear cleaning and skin cleaning are separate tasks. The neck and jaw sit at the interface between hood and coat, where contaminants concentrate.

Fire wipes, sold variously as decon wipes or firefighter decon wipes, reduced PAH contamination on neck skin by a median of 54 percent in the NIOSH field study. Wipes do not replace showering. NIOSH advises using wipes or soap and water on scene, then washing hands before eating and showering as soon as practical.

Module 5: Containment and Transport

This module addresses the off-gassing problem that washing does not solve. It is also the one most firefighter decon kits leave out.

  • A salvage cover to define the doffing area

NIOSH guidance is specific. Bag the gear, place it in a non-passenger compartment, and never transport it in a personal vehicle or bring it home.

Module 6: Crew Recovery

Firefighters may skip decontamination if it means returning to the station wet and cold. Providing dry replacement items can improve compliance with the decontamination process. Carry one spare hood per riding position, spare gloves, dry t-shirts, socks, towels and hand sanitiser.

Module 7: Exposure Documentation

Exposure records support presumptive cancer legislation claims years later. Record the incident number, the personnel exposed and the cleaning performed. A laminated card and grease pencil, or a QR code linked to a reporting form, can be implemented at minimal cost. Departments may also point members to the NIOSH National Firefighter Registry for Cancer.

Cold Weather Configuration

For departments across Canada and the northern United States, wet cleaning is impractical for several months each year. Freezing runoff creates slip hazards, while wet clothing increases the risk of cold injury.

Winter Adjustments

  • Perform dry brushing first, accepting the lower removal efficiency

  • Wear appropriate respiratory protection because dry brushing can make particulates airborne

  • Bag gear immediately after brushing

  • Prioritise skin wipes, which work at any temperature

  • Move wet cleaning to a heated apparatus bay with proper drainage

Matching the Kit to the Apparatus

Configuration should follow the role of the vehicle rather than applying one specification everywhere.

  • Engines: the primary firefighter gross decon kit, mounted near the tailboard rather than in a high compartment

  • Ladders and rescues: a reduced kit with wipes, bags, spare hoods and one brush

  • Tankers and rural apparatus: water-conscious options such as a pump sprayer

Seven Common Mistakes

These errors appear repeatedly in departments that own kits but do not use them effectively.

Mistakes in Procedure

  1. Building the kit without writing the SOP. Equipment without a supporting procedure may be used inconsistently or eventually abandoned

  2. Doffing before cleaning. Stay on air, clean the gear while it is still worn, then doff. Reversing this transfers contaminants to skin.

  3. Traditional hood removal. Pulling the hood down across the neck drags contaminants over skin. NIOSH recommends an overhead hood removal technique.

Mistakes in Method and Follow-Through

  1. Relying on water alone. It resembles cleaning without delivering the measured benefit against PAHs.

  2. Carrying contaminated gear in the crew cab. Bagged or not, gear belongs in an exterior compartment.

  3. Skipping small fires. Exposure to products of combustion counts as contamination whether or not soiling is visible, so firefighter decontamination after a fire applies to car and dumpster fires too.

  4. No restocking accountability. Assign one person or position to oversee each apparatus kit.

Improving Compliance

  • Pre-mix solution in labelled bottles. No one calculates dilution ratios at 3 a.m. in January.

  • Buy spare hoods before anything else. This removes the most common objection to bagging gear.

  • Conduct decontamination during rehab. It occurs in the same location and at the same time, without adding another step to the process

  • Drill quarterly with a timer. If setup takes more than three minutes, the storage location is wrong.

Managing Contamination Beyond the Kit

  • Treat the cab as a contaminated surface. Seats and SCBA brackets accumulate residue, so scheduled use of a fire rescue vehicle wash is part of firefighter gear decontamination.

  • Treat persistent odours as a possible sign that residue remains. Persistent smoke smell usually indicates residue. Clean first, then apply an odour eliminator if needed.

  • Budget by call volume, not station count. A busy urban engine consumes many times the wipes of a rural volunteer hall.
